Their strategy seems to have been successful. In 1932, Istanbul’s population had amounted to nearly 800,000 inhabitants, by this time only about 21% of the water in Istanbul was used for public purposes and 79% was funnelled to the connected households, which included hotels and public baths.685 Although the share of free water for public purposes remained relatively high, the function of central water supply had undergone a crucial change. Compared with the initial phases, the supply of public facilities and fountains now played a minor role, and the use of tap water in private households increased continuously.
